You had IE8 and uninstalled it. IE should have reverted to 7. Did you upgrade directly from 6 to 8?
IE 6 (or 7- depending) should still be in place. When you say "it won't open," to what exactly do you refer?
Do you mean that you downloaded and 'saved' the IE7 installer package and it will not run to install IE7, or do you mean that you installed IE7 successfully and now it will not start when called?
Many XP users are reporting difficulties with IE 8 for various reasons. It seems to run fine on Vista and Win7, though.

First, I uninstalled it because I had so many problems with it and thought reverting back to IE7 would be better.
Second, it didn't revert back to IE7. It wasn't there. I went to Microsoft and downloaded IE7. When I try to open it it shows itself then starts to open and then disappears. All in about two seconds or so. I've been using Firefox for quite a while.
When I first uninstalled IE8, I downloaded Opera. Then started having problems with Opera so uninstalled it.
IE8 came with this computer.
Lastly, I don't have Vista or Win 7. I have Windows XP.
Hope I'm not too confusing. Thank you for your help.

If you have a "Reset" button on the lower right of that dialog window, please click it and answer in the affirmative to the confirmation request.
What results?

Please navigate to C:\Program files and look for an 'Internet Explorer' folder. If it's there, please open it and double click the iexplore.exe file.

Open the Start menu, and select Run.
In the Run box paste this: sfc /scannow
The space between the 'sfc' and the '/' is essential.
Click OK.
When it discovers a missing file, it will ask for the CD. Insert it and click "retry' as often as it asks until done.
Reboot and try IE again. Results?

This should open Internet Options, then advanced and then reset at the bottom.
